Responsibilities include, but not limited to

Team Varen is seeking a skilled CYBER EXERCISE PLANNER with practical experience with exercise planning in the Intelligence and/or Cyber Communities to work with Cyber Mission client ensuring operational success. This candidate must be a self-starter able to effectively communicate with senior managers and coordinate with senior leadership partners.

  • Coordinate, facilitate, and support the planning and execution of directed Service and Joint exercises in accordance with the Exercise Plan. 
  • Attend planning conferences to establish execution events, timelines and communication requirements. Participates in and directly supports execution of planned exercises by developing scenario events and acting as white cell participants.
  • Assist in developing, coordinating and executing cyber events and capabilities within exercises, experiments and demonstrations and  work with other organizations both internal and external to provide realistic and valuable advanced training events.
  • Assist in the planning and conduct of the Exercise meetings by preparing and presenting exercise planning and participation information for each scheduled exercise.
  • Help develop, plan and execute participation in exercises, experiments and demonstrations in accordance with the exercise plan.
  • Coordinate with DoD, and other Agencies in crafting the scenarios/events/vignettes and level of support requirements for space and cyber activities within each exercise, experiment or demonstration.
  • Provide recommendations on how to effectively integrate space and cyber capabilities and systems into Service level exercises.
  • Review appropriate plans, websites, and gather historical activity information. Use this information to assist the training audiences in drafting training objectives for each event.
  • Be familiar with current and in-development Modeling and Simulation capabilities; during exercise development and planning, have ability to integrate these capabilities into exercises, demonstrations and experiments, where appropriate.
  • Coordinate manning support for each exercise and experiment and coordinate manning requirements with the exercise/experiment host.
  • Provide budget support to the customer including, but not limited to: Establishing budgeting guidance for exercises.
  • Provide off-station exercise support to include assistance in planning conferences, coordination meetings, training events, etc.
  • As required, the contractor will participate during exercise execution as part of the Exercise Control Group providing oversight, management and control of space events for the exercise.
  • Have working knowledge of tools used for exercise planning.
  • Prepare event-related documents (i.e., trip reports, exercise planning/execution products, after-action reports, meeting minutes) within organizational and host expected time requirements.


Minimum 14 years cyber planning and cryptological experience required. Candidate must be familiar with the Joint Exercise Life Cycle (JELC) and be able to take an exercise from the concept stage through exercise script development, to post exercise evaluations, after-action reports and when applicable implementation of results. Must be able to brief at planning conferences and be able to culminate findings in clear succinct reporting that will be actionable to the managers and fellow planners. Candidate must be willing to travel in support of customer goals. Prior Intelligence community and/or Cyber experience required. Strong background with various Intelligence Community tools and databases is required. Candidate should have a proven track record working in a fast-paced environment while multitasking (i.e. multiple phone calls, monitor cable traffic/e-mails, tasking from various government agencies, etc.). Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook). Possess working knowledge of tools used for exercise planning. Working knowledge of the Review and Approval Process (RAP) and various Concept of Operations (CONOPS). Operational and technical military experience in planning, developing, coordinating and executing cyber plans. Manage and perform assessments and evaluations to understand and/or identify complex issues to inform decision making, plan and policy development, training requirements, and coordination processes.
