Responsibilities include, but not limited to

  • Perform Strategic Planning and Implementation.
  • Assist in building a strategic plan, to include client goals and objectives, supporting DoD and IC communities. 
  • Review office priority list of goals and objectives and advise management to ensure Agency and Community goals are met.
  • Facilitate collection of division programmatic requirements consistent with the office’s overall tactical and strategic goals and objectives.
  • Assist Office management team in the development of an executable financial (spend) plan to ensure GEOINT data, services, technology, and enabling activities specified in the plan are achievable, and assist in the coordination of the spend plan with appropriate elements.
  • Assist Office management in the development of modifications, reprioritization, or any other changes to the financial plan necessitated by unexpected/unforeseen circumstances during the execution year and coordinate said changes with appropriate elements.

  • Prepare deliverables for these tasks. These deliverables may include technical and financial status briefings, meeting minutes, and charts

Qualifications

  • Demonstrated skills and abilities necessary to provide Counterterrorism Subject Matter Expertise.
  • At least 6 years of experience in supporting senior level projects within the Intelligence Community
  • In-depth knowledge of the intelligence collection process to include client's relationships with other IC Agencies 
  • In-depth knowledge of DoD’s budget process.
  • Knowledge regarding how to formulate budget and cost estimates in support of client's major project activities, including Project Objective Memorandum (POM), Budget Estimate Submission (BES), Congressional Budgetary Justification Book (CBJB), and execution year financial plan.
  • Expertise in building, monitoring, and modifying financial and budget execution plans using MS Excel, Access, MS Project, and other database projects.
  • Understanding of contracting procedures and policies.
